“差饷”来了?第三套房征税寻依据

【财新网】(记者 徐明 23日发自北京)特别房产消费税,物业税,还是房产税?消费环节,还是保有环节?开征新税 种,还是微调现有税种?关于房地产的税收调控政策一次次“演变”,一次次撩拨着公众预期。

  4月22日,继前期物业税传闻之后,新一波消息再次袭来。

  经济观察网于当日11时左右引述匿名消息源称,物业税在北京、上海、重庆、深圳四个城市的试点已获得国务院批准。其中上海试点将延迟至世博会之 后,其他三地将先期推出。消息称,物业税试点将按照户型面积从小到大累进增加税收。四地试点后,物业税将向全国范围内推广。

  随即,财政部新闻处表示,目前尚未得到物业税相关消息,一有消息会立即向社会公布。今日的报道还显示,财政部财政科学研究所副所长刘尚希、北京 市财政局、深圳市税务部门等相关官员和机构都否认了物业税获批的传闻。

  同时,与开征新税种不同,另一种房地产税收思路也正经过媒体报道得到传播。

  《上海证券报》23日报道称,中央正考虑以现有的房地产税为基础进行微调,以达到遏制高房价的目的。

  该报道称,针对猜测颇多的房地产税收政策,财税部门已有初步思路,未来将把政策重点放在调整房产税上,具体做法是将第三套房及三套以上住房定性 为经营性住房,以纳入房产税征税范围。

  而这一思路,与财政部财科所研究员孙钢20日反驳特别房产消费税传闻时的表态基本一致。

  孙钢当时指出,“特别房产消费税作为一个新税种,不可能只让重庆获批。因为我国法律不允许任何税种在地方上进行试点,要是实征必须全国一起干。 重庆市有可能向中央提出申请,但最后肯定要由财政部和国税总局研究一个统一的办法。”

  孙钢认为,对个人住房保有环节征税,现在可行的办法就是由国务院修订《房产税暂行条例》,扩大征收范围,同时授权地方政府视情况征收。房产税由 于是地方税,可以由中央设定一个浮动税率区间,由地方政府根据本地的情况决定是否开征和具体税率。

  我国现行的《房产税暂行条例》颁发于1986年。条例规定,房产税由产权所有人缴纳。依照房产原值一次减除10%至30%后的余值计算缴纳,具 体减除幅度由省、自治区、直辖市人民政府规定。没有房产原值作为依据的,由房产所在地税务机关参考同类房产核定。房产出租的,以房产租金收入为房产税的计 税依据。

  而在香港特区,这种以租金收入为征收目标的税收科目名曰“差饷”。根据香港特别行政区 政府网站提供的标准解释,差饷是按照物业的应课差饷租值再乘以一个百分率征收的,该租值是假设物业在指定的估价依据日期空置出租时,估计可以取得 的合理年租而计算。以2010-2011财政年度而言,差饷征收率为5%,估价依据日期则为2009年10月1日。

  《房产税暂行条例》还明确,个人所有的非营业用的房产免纳房产税但条例并没有明确界定营业房产的范围。

  《上海证券报》分析认为,正是这个法律空白,使得通过调整现有的房地产税以遏制高房价成为可能。如果上述思路得到认可,那么,即使不出台类似特 别房产消费税、物业税的新政策,也可以将三套以上住房纳入到税收调控的范围。

  此前,财政部4月6日公布的2010年37项重点工作中,列明将“完善房产税制度”,但未提及物业税推进情况。更早之前的1月28日,国家税务 总局财产行为税司副司长杨遂周公开表示,物业税的改革目前还处在研究和准备阶段。

  不过,温家宝总理2月4日在省部级主要领导干部专题研讨班上表示,当前和今后一个时期,将“研究适时开征物业税”。4月17日,在国务院下发的 《关于坚决遏制部分城市房价过快上涨的通知》中,房地产税收政策也被放在显著位置。通知要求财政部、税务总局要加快研究制定引导个人合理住房消费和调节个 人房产收益的税收政策。


附:近期关于房地产税收调控的传闻

  3月24日,重庆市长黄奇帆向该市人大常委会和政协常委会介绍开展公租房建设工作时表示,“要 管好商品房,还要对高端房进行遏制。”可对高端房征收特别房产消费税。重庆市的这一方案已经上报国务院。

  4月8日,新华社旗下《上海证券报》引述匿名消息源称,上海市拟对住房征收保有税。目前基本方 案已经确定。在征收办法上,上海的住房保有税可能对存量房和增量房一并征收,但会从购房套数、户型大小等方面来区别自住需求与投资需求,其中自住需求可免 交保有税。

  4月8日,证券市场首次开始流传物业税将在四大城市开征的消息。传言称,物业税即将在京、沪、 深、渝等重点城市开通,但征税具体细节还不清楚。

  4月8日当晚,上海市住房保障和房屋管理局回应《上海证券报》的报道,称,“如果有关部门正在 做一些研究也是完全正常的。”“房管部门虽不是税收征管的主管部门,但如果政策出台,我们会积极配合贯彻落实好。”

  4月8日,住建部政策研究中心副主任王钰林、秦虹,住建部房地产市场监管司司长沈建忠接受媒体 采访时,均否认物业税获批传闻。

  4月20日,《每日经济新闻》称其记者19日从财政部获悉,重庆“特别房产消费税”方案已获 批,国家将在一些城市试点开征个人住房消费税。主要针对大户型、非自住高档住宅和多套住宅,但具体税率如何仍在敲定中。

  4月21日,新华社旗下《中国证券报》报道称,该报记者20日联系财政部确认消息,财政部新闻 处表示“对传言不予置评”。财政部财科所研究员孙钢表示,从未接受《每日经济新闻》的采访。孙钢指出,对个人住房保有环节征税,现在可行的办法就是由国务 院修订《房产税暂行条例》,扩大征收范围,中央设定一个浮动税率区间,由地方政府根据本地的情况决定是否开征和具体税率。

  4月23日,《21世纪经济报道》报道称,重庆房改和特别房产税的方案,已形成初步框架方案, 将对高端房、多套房征收相应的特别房产税。税率将按照不同房屋标准进行分档次分级别征收,周期为一年一收,税基以当年度市场评估价的70%为基准,并且一 年一定。不过,因涉及到税收开征的法律流程,此方案现在还在修订之中,并将递交给财政部和国家税务总局审议。(该报道显示,重庆拟征收的是特别房产税,而 不是前期所报道的“特别房产消费税”——编者注。)

中国应参考韩国货币升值经验

  【财新网】(专栏作家 曹仁超)4月25日,周日。1998年在亚洲金融风暴吹袭下,长期资本管理出事,联储局急急地放宽银根。道指由98年9月1日7400 点升至2000年1月14日11750点,为时十六个月,升幅57.78%。这次在量化宽松政策下,道指由去年3月6日6469点升到今年4月15日 11154点,为时十三个月,升幅72.4%。今次时间上较98年那次短,但升幅则犹有过之。最后在哪一天、哪一点见顶?只能做事后孔明。

  货币升值方面,可以说最失败就是日本。1985至94年日圆由225兑1美元升至78日圆,由于升幅太大,引发日本长期处于通缩。其他如南韩圜 在1989年开始大幅升值,新台币在1988年开始升值,由于升幅不如日圆大,虽令南韩及台湾在九十年代的GDP增长率减慢2-4个百分点,但南韩经济很 快便适应过来,保持良好势头,而台湾则差一点点。

中国应参考韩圜升值经验
  货币升值初期引发资金流入,进一步推高泡沫经济,例如1985至89年12 月日本、85年7月至90年2月台湾,以及85年5月至89年4月的南韩股市。货币升值到了后期,开始对GDP增长率产生影响,可令股市走向低P/E(因 经济增长率减慢,无法支持高P/E),例如日股P/E便由1989年接近七十倍走向二十倍。台湾加权指数至今未返1990年2月高点12495点。反之, 南韩在货币升值过程中处理得最好,今天韩股已高于89年4月1015点约70%左右。

  今天中国收支盈余达GDP 20%或以上,国际逼人民币升值压力日大。中国应参考过去日本、台湾、南韩的货币政策,从中吸取经验,制订最适合中国的货币政策。其中最值得学习的对象是 南韩,而非台湾及日本。

  事实上,经济循环周期是由中央银行一手造成,这次亦不例外。值得注意是,这次美国经济发展的大方向正在改变:一、长期利率下降期由1980年开 始,2008年12月结束。二、个人消费占GDP比重由1980年54.4%,升至2009年占77.9%。未来消费会进一步增加还是减少?三、美国人财 富由2007年第三季62.59万亿美元到2009年第一季50.37万亿美元,减少20%,相当于一年GDP,影响又如何?四、1980年美国人负债是 个人税后收入68%、2007年是138%。未来美国人会否进一步借钱增加消费?拐点是否已出现?

  2008年秋季,次按危机已存在一年,但人们仍心存希望;直到雷曼事件出现,投资者信心才崩溃。量化宽松政策2008年底由布什提出,亦要到奥 巴马上台后在去年3月批准,美股才因此上升。投资毋须先知先觉,但必须即时反应。2007年10月次按危机爆发时,有多少人能作出即时反应?理由是我们常 常以为‘Things couldn’t get any worse’,忘记了‘bad, worse, worst’三部曲。许多问题会发展到不可收拾的地步,皆因没有即时处理。

  近年投资变成‘赚快钱’的代名词,而不再是随着企业建工厂生产或提供社会所需服务而慢慢获取盈利。投资变成推高资产价格从中获利的行为,人人惯 于追求市场价格短期升值而成为deal-maker、day-trader甚至赌徒,成功上天堂,失败则下地狱。一旦这班‘赌徒’出事,联储局及美国财政 部便出面挽救,透过减息及降低美元汇价支撑价格,所动用的公众财愈来愈多,例如2009年这次已接近天文数字。

  高盛事件未来演变如何?在各国政府调查下,最后发现什么?厨房之内永远不止一只蟑螂;各国政府“捉蟑螂”行动已经开始。

  十年期美债孳息率由2008年12月18日2.07厘上升至目前接近4厘,升幅近100%,大摩估计短期内可见5.5厘;不过,高盛估计将回落 至3.25厘,理由是CPI升幅太细,令利率无法上升(上一次利率上升是2003年,十年期债券息率由3.1厘升到04年4.87厘。再上一次是1998 年由4.17厘升到1999年6.78厘)。2009年资金由债市流向股市,情况同2003-04年及1998-99年一样。至于可维持多久?上一次美股 一直升至2007年10月,再对上一次是2000年3月。最近美国金融股ETF上升轨失守,代表由今年2月开始的美国金融股短期上升告一段落。

买港楼收租不划算
  今天在香港最不应做的事是买楼收租,理由是美国长债息率自去年起止跌回升!以今天 的租金收入(扣除各项开支后)已站于P/E三十三倍。反之,如你在吉隆坡买楼收租,P/E只有十四倍。投资物业最重要是Location, Location, Location,十分重要!1990至97年是香港,1997至2007年是英国,2007至2010年是上海、北京及深圳,现在应是吉隆坡。今时今 日,在吉隆坡买楼收租回报率6厘;反之,在香港只有2-3厘。以过去经验,买楼收租P/E十五倍左右是合理,P/E三十三倍代表上升空间有限。

  过去四十年,本港物业租金回报率在P/E十倍以下叫偏低,例如七十年代初期;1982至89年P/E在十倍到十五倍。踏入1991年起,P/E 渐升至二十倍以上(虽然偏高,但不代表会立即回落)。到1997年买楼收租P/E升至三十五倍,而今天香港买楼收租P/E三十三倍。过去本港楼价下调日子 不出三年(即下跌三年后便上升),但1997年至2003年却跌足六年才复苏,即下调日子在延长。今次如本港楼价下调,担心时间将更长。

  1971年美元同黄金脱钩,引发高通胀时代来临,金价由45美元一盎斯升到1980年850美元。随着高通胀受控制,1981年起进入利率回落 期,亦即资产价格上升期,这段日子到2000年结束。理由是中国内部资源不足应付出口所需,中国大量向海外入口资源,令金价由2001年的252美元升到 2009年12月3日1226美元一盎斯。这段日子虽然原材料大涨价,但制成品售价升幅有限,令美国等OECD等国家CPI升幅受控,因此利率仍可下调。 未来又如何?让我老曹总结一下:

  一、道指由去年3月至今进入第十四个月上升。

  二、美元去年12月反弹后,4月起又回软。

  三、美国债市去年起进入熊市。

  面对每次大转变,一旦你决策出错,都可以是灾难。1971年美元同黄金脱钩,引发恶性通胀,在这段日子如你不炒金、炒楼或炒股票,而仍然持现 金,那就惨了!因金钱购买力在十年内失去90%。1980年通胀渐受控制,如你仍炒黄金或资源股,便面对二十年“黄金变烂铜”的命运,金价二十年内下跌 70%,再加上货币购买力回落。反之,如利用通胀率受控、利率进入回落期买股买楼,恒生指数由1982年12月开始上升,楼价由1984年7月开始上升, 直至香港楼价在1997年第三季见顶、恒生指数到2007年10月见顶才获利,利润可达多倍。

  1997年第三季至今,本港楼价出现V形走势,但不少地区楼价至今仍未重返1997年第三季水平。恒生指数则‘三落三上’,即1997至98年 回落、98年下半年至2000年3月上升,然后又回落到2003年4月,才再升至07年10月;07年11月起大幅回落,到08年11月才再上升。 2000年起金价及资源股又再上升,油价08年8月曾见145美元一桶。未来又如何?One Decision can make you rich or poor,选择错误你会穷一世,选择正确你便富一世。

  我老曹意见是:

  A. 今时今日除自住物业外,不应该拥有第二间香港物业。

  B. 只宜适量投资股票,不应将全部资金放在股市。

  C. 二十五岁到三十四岁的话,多点尝试新工作、新环境。三十五岁到五十四岁应有所为、有所不为,专注自己强项,减少见异思迁。五十五岁到六十四岁,少做事、多 说话;意见多多、行动少少。六十五岁以上宜淡薄名利。六十五岁之前管人、管事、管钱,六十五岁后管花、管草、管山、管水,过快乐日子,少管闲事。

美楼价反弹只是“熊爪”
  1971年美国战后婴儿开始踏足社会做事并置业,到2008年起美国战后婴 儿进入退休期,情况有如1990年日本。美国楼价大调整由2007年开始,2009年小幅上升只是大反弹,或叫熊市的爪,一如牛市中的脚一样。今天美国有 12万亿美元楼按(其中5万亿美元由房利美或房贷美拥有或担保),由2008年起美国经济大方向是进入减债期。2008年底当联储局将美元利率降至 0.25厘,投资界又再次盲目追求回报率而忘记风险。但1981年开始的三十年期债券牛市已在2008年11月死亡,过去三十年美国由高利率走向低利率的 时代结束。今时今日再追求回报率在大方向上是错的!因为我们刚进入利率回升周期。2008年10月美国面对通缩,联储局一连串行动及推出量化宽松政策将形 势扭转,十八个月后今天人们又担心通胀。中国眼前的资产价格膨胀如处理不好,可以是很大一件事。资深投资者Porter Stansberry认为,如美国CPI升幅大于2%,可引发美国长债大跌,立即令房利美、房贷美、通用汽车等破产,因为它们根本负担不起高利率,因此相 信美国CPI升幅高于2%的机会不大。过去十二个月联储局买入1.25万亿美元的按揭贷款,上述行为到今年4月1日结束,代表美国量化宽松政策告一段落。

  在通胀上升期(即通胀率年年递升)不利股市,例如1966年至1980年美国。在通胀回落期(即通胀率年年递降)有利股市,例如1982年至 2006年。高通胀期不利股市,例如1973-74年、1981-82年。通缩期亦不利股市,例如2002年、2003年及2008年。对股市最有利的温 和通胀期,即CPI升幅小于2%。

美新增货币没流向实体经济
  2008年8月至09年12月美国的货币基础(或简单点说M1)上升 137%,主因是联储局不断向金融体制注资及采取宽松货币政策,同期却没有引发较高通胀,有人认为只是滞后,即通胀率在未来将急升。我老曹认为,美国新增 货币(或信贷)不刺激通胀率急升的理由是没有流向M2(或叫货币multiplier)。2008年8月multiplier是9.1,同年12月跌至 4.9,2009年12月是4.2,即联储局制造出来的新货币仍乖乖留在金融体制内,并没有(或很少)流入实体经济市场。反之,七十年代新增货币大量流入 实体经济,才引发恶性通胀。2008年金融海啸令货币流速减慢,经济出现收缩;去年3月联储局虽推出宽松货币政策,亦只能部分抵消货币流速减慢带来的影 响,却未有引发通胀,因为消费者并没有增加消费,资金只留在金融市场(例如股债汇金等)搞搞震,并没有流向实体经济(例如建厂、买机器、买楼)。资金一天 不流入实体经济,美国CPI一天不会大升。中国则不同,大量资金已流入实体经济,例如基建、房地产项目,因此中国通胀压力不断加大。中国正面对与1990 至97年香港相同的问题,当时美国通胀压力不大,短期毋须加息,香港当年通胀压力很大却减息,造成香港楼价在这段期间上升五倍。同样情况2009年起在中 国出现,但人行可透过提升存款保证金率、加息,甚至让人民币略为升值去抵消上述压力,而不让内地楼市及股市重演1990至97年香港的情况。

  凯恩斯认为需求创造供应,只要政府不断创造需求,经济便可保持繁荣。上述理论曾为五、六十年代美国经济带来繁荣,其后带来七十年代开始的高通胀 期。八十年代初供应学派认为供应创造需求,例如手提电脑、手机、高清电视、3D电影等,都是先有供应才有需求,只要增加供应,不担心没需求;这亦带来接近 三十年的经济繁荣期。过分宽松货币政策

  到2007年因借贷太多而引发全球金融海啸,去年透过进一步增加借贷去阻止衰退来临,最后结果如何?

美股投资风险大幅提升

  【财新网】(专栏作家 曹仁超)4月11日,周日。今年首季恒指跌4.1%、国企指数跌6.1%;1月底恒指曾较去年11月高点回落14%,之后才回升,主因 是去年8月开始人行逐渐收紧银根。虽然美股继续创新高,带动恒指2、3月份回升,却未能刺激恒指创新高。踏入第二季,人行会否继续收紧银根?由于担心内地 第二季CPI升幅可能达5%,估计人行由去年8月开始的货币政策维持不变,意味第二季恒指未有能力摆脱上落市。

国情不同政策各异

  美国联储局的政策,可能已暗地里由过去的“通胀目标”(Inflation targeting)改为“资产目标”(Asset targeting),即美国房地产一天未止跌回升,宽松货币政策将继续保持。中国依赖出口,故通胀对中国经济不利;美国依赖消费,故楼价上升对经济有 利。中美两国国情不同,因此政策亦有异。香港股市夹在两者之间,不知如何是好。请不要忘记大方向,即2008年起美国已进入去杠杆化时期!

  今时今日作为投资者,变得多疑是无可厚非,过去有多少次自己的资本被牢牢套住?例如1997年8月、2000年3月、2007年10月……。上 周美国十年期政府债券孳息率由2008年12月的2.05厘升至4厘,证明债券熊市已于今年1月中开始(美债牛市1981年中开始、美股牛市1982年8 月才开始;美股熊市2007年10月开始、美债熊市2008年12月才开始)。债券同股市方向不一定相同,例如五、六十年代;八十年代方向相同,是因为美 国经济由高通胀期走向低通胀期,此因素对两者皆有利。2009年起美债进入熊市,因人们发现美国政府未来无法削减开支,美国政府正透过增加负债去刺激经 济,上述举措对股市有利、对债市不利。如政府印刷2万亿美元钞票,可引发恶性通胀;反之,如政府只增加2万亿美元借贷,只会推高长债息率,情况有如九十年 代开始的日本。不过,2008年起美国家庭开始减债,由2007年负债占收入96%降至2008年的94%。美国人的储蓄率由2007年初0.1%一度升 到去年5月的6.7%,然后回落到今年2月的3.1%,估计未来将上升至7%至11%。

  1997年中,我老曹认为香港黄金三十年(1967年至1997年)面临结束;但至今仍有不少人反对上述看法,尤其在2000年及2007年这 两年。十三年过去了,约60%投资者手上的投资项目仍未重返1997年8月水平(未计通胀)。在黄金三十年投资,可以讲不聪明的投资者都赚到钱(分别只在 多与少)。但过去十三年,在投资市场赚到钱的人渐少(约占40%)、蚀本者多(约占60%),类似情况仍会维持多三五七年。过去十三年中,只有1998年 中至2000年3月科网股热潮、2003年3月至2007年10月资产升值潮及2008年11月至2009年11月炒复苏概念才容易赚钱。经济变得如此杂 乱无章,赢家自然稀少。

  自2000年起中国本土资源已无法满足出口需求,成为全球资源的大买家。以铁矿砂为例,全球海运量由2000年四亿五千万吨升到2009年九亿 吨,中国所占比重由2000年16%升到2009年70%。今年4月1日起每吨订价110-120美元,较去年升80%到100%,现货价更升至 153.6美元一吨(即第三季订价可能进一步上升);反之,热轧钢每吨售价今年1月仍是530美元。中国面对原材料涨价但制成品售价升幅不大的困扰,钢铁 厂边际利润收窄。上述不是钢铁厂独有问题,铝厂亦早已面对。

中国贸盈进入收窄期

  至于轻工业制品厂更为严重。例如2000年我老曹购买一部五十二吋Plasma超薄电视机,去年因老化而须更换。相同牌子,功能多了许多,但售 价由2000年12万元跌至去年2.8万元(同样在日本制造)。我老曹相信,中国制造业的美好时光早在2007年之前已结束。2009年起中国政府希望透 过房产、金融、消费等内需推动经济复苏,可维持多久(香港共维持了十二年)?中国能否由一个“生产者”转为“消费者”?

  大家请记住,中国仍有六亿农民每月收入少于300元人民币。美国68%家庭是中产阶级,中国中产阶级人口却不足6.8%。中国的出口优势不是人 民币汇价偏低,而是工资仍低。但在一孩政策下,廉价劳工成本此优势已进入退潮期,内地十八岁至三十岁人口供应量正在减少;上述情况1981年亦曾在香港出 现过。换言之,中国开始进入工资急升期,令制成品不得不步台湾、南韩、日本等地区后尘,由劳工密集型走向资本密集型。内地劳工密集行业只有移向低劳工成本 的国家如越南、柬埔寨、巴基斯坦及印度等。未来中国外贸盈余将进入收窄期。

  美国2010/11年度财赤估计高达1.6万亿美元,相等于GDP 12%(未来十年达9万亿美元)。去年美国人税后净收入较08年少3.7%,连续两年下跌。美国人重拾早已遗忘的储蓄习惯,故此低利率时代维持的日子应较 大部分人估计长,因美国需要低美元汇价去刺激出口。1980年里根上台后,透过减税刺激美国人借钱消费;到2010年美国已负债累累,美国人被要求重新努 力工作,奥巴马希望未来五年美国出口额上升一倍。美汇指数自2001年7月6日121点跌至2008年3月21日70.69(目前80.76),已为出口 提供有利环境。面对中国消费市场正以年率14%速度上升,如人民币按年升值5%,美国出口情况更为乐观。

  美国自从1937年采用凯恩斯理论后,便渐渐养成先使未来钱的习惯。虽然美国经济已是全球第一,但消费更劲,进入1970年变得入不敷支。过去 四十年美国差不多年年财赤及贸赤,以前曾赖日圆偏低,今天则赖人民币偏低,真正理由是美国人从出世那天开始已学晓先使未来钱,然后申请破产。美国3月份共 有14万9268人申请破产,较2月份升34%,较去年同期升23%,是2005年美国修改《破产法》(Bankruptcy Code Chapter 13)以来最多。在美国申请破产太易,是造成巨大贸赤的原因。不同民族性格,形成两国贸易差距不断扩大。

  1997年8月起投资策略是“有胆博无胆”,例如1998年9月、2003年4月、2008年11月……这段日子可维持多久?亦是不知道,因为 愈来愈多人掌握其中窍门。

  大部分股市评论员已沦为fortune-teller(算命佬),言论大都模棱两可,缺乏真知灼见。他们每天看茶杯里的“茶叶”,然后决定后市 怎么看,第二天又忘记自己昨天曾说过什么,人人都在胡言乱语。去年12月一份调查报告显示:公众人士对股市评论员信赖程度排名“倒数第二”(只略高于风水 师),实在令评股业者汗颜。以高盛为例,去年每股获利22.13美元,较2008年4.47美元上升395%.而税前利润87%来自炒卖 (trading);2010年又如何?连大企业利润亦过分依赖炒卖,变成可预测性甚低。

  15世纪初,哥伦布发现新大陆,并获南美土著Atahualpa族礼待,获赠黄金与白银。哥伦布回国后,西班牙派出战船攻打当地土人抢夺金银, 一年内西班牙利用一百五十四艘船每艘载回超过二百吨黄金或白银,相等于整个欧洲过去开采量的五倍。西班牙突然富甲天下,便购买意大利时装、法国工艺品、亚 洲的香料及瓷器,并兴建大量别墅、建立极之瑰丽的大教堂及最大的海军舰队。在如此挥霍下,西班牙当时通胀率竟达400%(黄金在西班牙有如贱泥)。不出五 十年,从南美洲抢回来的金银用得九九十十,法国因售卖工艺品给西班牙而日渐强大起来,西班牙进入没落期。

  由于法国变得强大,路易十四穷侈极欲,兴建华丽的宫殿;路易十五更派兵参与美国内战,协助打败英军,令美国独立;到路易十六法国变得民不聊生, 引发法国大革命,拿破仑成为新贵。最后,法军给英国与普鲁士(后来的德国)组成的联军打败,英国海上称霸,普鲁士则在欧洲称雄。

“神的眼泪”应该珍惜

  不过,一山不能藏二虎,进入二十世纪,英德两国之争引发第一次及第二次世界大战;虽然两场仗都是英国战胜,但英国亦由此国力日衰,霸主地位由美 国取代,欧洲陆上称雄者则为苏联。1989年柏林围墙倒下,苏联解体,全球变成美国一国独大。德国经历两次大战后,不以武力去建立欧洲共同体,亦日渐强大 起来。

  中国饱受列强百年侵略,到1978年实施改革开放政策,进入大国崛起时期。五百年西,五百年东。15世纪初由哥伦布发现新大陆开始的西方经济繁 荣期,至2000年美国科网股泡沫爆破,是否告一段落?中国由明朝开始由盛而衰,到1978年是否进入冒起期?

  至于黄金,一如Atahualpa族所说,乃“神的眼泪”凝固而成,拥有后如不好好珍惜,将是诅咒多于欢乐。美国一度是拥有最多黄金之国,但 60年代开始日渐流失;1971年8月起美元不再兑换黄金后,美元在四十年内失去96%购买力,过去四十年所谓“资产升值”,其实是美元购买力下降的结 果。反之,德国同中国手上黄金则日渐增加。

  过去美元购买力下跌速度如何?以寄一封信为例,1960年在美国要邮票3美分,1990年要25美分,现在则要45美分,即费用上升十五倍。再 以美国房屋为例,1970年2.66万美元一间,1980年7.66万美元,现在26.66万美元一间,1970年至今升值十倍(香港1970年至今楼价 上升三十倍)。美元购买力自1970年起以每年3%速度流失(70年代较快,80年起已降至每年2%)。

  道指自去年3月起出现连续十三个月上升,代表美国企业未来三至九个月情况较去年好,但这只是告诉大家2010年没有Double Dip,而非另一繁荣期开始。两年期TIPS(Treasury Inflation-Protected Securities)只有1.56厘,较08年6月的2.92厘进一步回落,OECD 三十个国家2月份平均核心通胀率只有1.5%。美国CPI估计将进一步回落至0.3%,欧元区则为0.2%,因为我们已进入“低利率、低通胀率、低GDP 增长率、高失业率”,即所谓“三低一高”时代。

美股投资风险大幅提升

  美国GDP由1960年5210亿美元升至2009年14.2万亿美元,过去五十年美国表现的确出色,未来又如何?会否一如1990年起的日 本,进入每年GDP只有1%到2%增长期?美国就业人口由1960年少于六千万,到2009年一亿五千万(仍有一千六百万人失业)。过去五十年生产力的提 升,令美国未来在创造职位方面愈来愈困难,因为今天服务业已占美国GDP 78.2%。美股经过去年3月至今上升,未来投资风险已大幅提升,回报率则大减。

  1982年8月道指P/E只有六倍,2000年3月升至四十三倍,结束美股牛市。虽然2002年10月至2007年10月道指上升,但P/E最 高时亦只有二十八倍,2009年3月一度降至十五倍,然后反弹到2010年4月的二十二倍。如参考1966年至1982年大调整市,美股完成反弹后,应再 反复回落至2015至2020年才完成调整。未来五至十年美国进入“三低一高”时代,美股则进入低P/E时代。

  1982年至2007年的香港经济转型期有美股大牛市配合;反之,2009年起的中国经济转型期,却须面对美国进入去杠杆化时代。因此,中国经 济转型相较香港艰辛许多。

  历史证明,恒指平均P/E在十八倍至二十二倍结束牛市机会很大,平均P/E在八倍至十二倍则结束熊市机会很大。因此,历来便有十八倍P/E减持 论(即恒指P/E一旦高出十八倍便分段减持)及十二倍P/E增持论(即恒指P/E一旦低于十二倍便逐步增持)。■

‘the deterioration in fiscal balances has been structural rather than cyclical’

The credit portfolio strategy team at BNP Paribas is worried.

In a note published on Thursday, the credit analysts mused on Greece’s funding requirements and associated refinancing risk, as well as broader aspects of sovereign risk and the potential for a ‘hung parliament‘ in the UK.

On Greece’s funding needs:

According to the head of Greek PDMA and our interest rate strategy team’s calculations, Greece will still need to refinance around €11.2bn before May and around €32bn for the remainder of the year. Although it has now covered April’s funding needs, the crucial period will be April and May, as by the end of May, almost 65% of this year’s funding will need to be completed. Last week our economists pointed out that even if Greece could refinance its entire 2010 funding requirement at close to 6%, it would have to pay €1.3bn as extra financing costs. While this may not sound like much, this should be viewed in the context of the projected decrease in budget deficit of €9.5bn in 2010 and €7bn in 2011 and 2012. This implies that the extra interest cost for 2011, in itself, accounts for around 20% of the fiscal adjustment – a luxury which it cannot afford and which would postpone its ability to deliver on its austerity plan.

On Greece’s CDS and the Bund spread:

The market is starting to view default / restructuring risk as a finite and immediate possibility, especially with banks starting to withdraw repo lines with Greek banks.

On unnerving market complacency and (misplaced?) faith in central banks:

the complacency in the market combined with the sheer disregard for risk and the total faith in liquidity overcoming all fundamental problems unnerves us. Investors are putting too much trust in central banks when they have committed to withdrawal of liquidity in the face of rising food and energy inflation. Summer may come early and things may start getting hot under the collar.

On broad themes in sovereign risk:

The recently released BIS Working Paper on public debt: some interesting perspectives. Most of the deterioration in fiscal balances has been structural rather than cyclical in nature, implying that in the absence of discretionary corrections, public deficits will persist even during the cyclical recovery. The current crisis is not typical in its impact on public deficits and debts. The reason is that the crisis has likely led to a significant loss in potential output, which translates into a permanent decline in revenues and a permanent increase in some spending such as unemployment benefits. The debt picture will be aggravated by contingent liabilities arising from age-related spending (pension and health care costs).

The risk is that a sharp increase in sovereign debt levels, will according to the BIS lead to an “abrupt rise in government bond yields” largely due to investor led pressure demanding much higher compensation to hold increasingly large amounts of public debt. In certain countries with high debt levels this could lead to potentially unstable debt dynamics. The BIS notes that this time around, several countries are beyond this historical average: Ireland with increases in public debt of 98% between 2007 and 2009; and the UK with projected rises of 111% by 2011. Meanwhile, the US and Spain – with projected increases of 75% and 78%, respectively, by 2011 – are not far behind. All this will lead to a sharp increase in debt levels over the medium term over the next decade (exceeding 300% of GDP in Japan; 200% in the UK; and 150% in Belgium, France, Ireland, Greece, Italy and the US). Therefore interest payments will increase from around 5% of GDP today, to over 10% in all cases, and as high as 27% in the UK by 2040. Therefore, a gentle fiscal consolidation will not reduce this level of debt unless a primary surplus of 3.5% of GDP will be required for the next twenty years just to stabilize the debt at the pre-crisis level.

On UK political spill-over and its sovereign rating:

While all eyes are on Greece the upcoming UK general election (May 6th) will be a key focus. A ‘hung’ parliament that fails to deliver a credible fiscal adjustment plan could lead to a downgrade of the UK’s AAA rating. That could have spill-over effects on other countries, especially Spain.

On the not-bulletproof US triple-A:

Longer term, we are concerned about remarks by some of the rating agencies about the rating of the US. Judging by recent events, clearly sovereign risk is here to stay for an extended period.

China’s two (terrible) T-bill auctions

Got a spare 5bn yuan?

If you do you can buy the rest of China’s Friday T-bill auctions because . . . no one else wanted them.

Here are the details via the Bloomberg:

In words, that means China failed to find enough buyers for the whole of the two auctions. For, according to some anonymous traders, the country’s finance ministry had planned on selling CNY 20bn worth of the 273-day bills and CNY15bn of the 91-day bills.

We’ve been in this T-bill territory before — most notably over the summer, with at least three auction failures. The lacklustre demand for China’s short-term debt was linked then to tightening of PRC monetary policy — or at least, the need for it.

Friday’s failures are being attributed to similar things.

China’s central bank yesterday sold of three-year bills for the first time since June 2008, helping drain cash from the financial system. The sale of longer-maturity debt signaled policy makers are tightening monetary policy, reducing investor demand for shorter-dated government securities, said Chen Jianheng, an analyst in Beijing at China International Capital Corp.

“Fund availability won’t be as easy as before because the central bank has stepped up open-market operations to absorb money,” Chen said. “Investors were cautious because they expect the yields to rise.”

Trichet Thwarted as Greece Erodes ‘Mr. Euro’ Status

April 9 (Bloomberg) -- Mounting speculation that Greece will default on 304.2 billion euros ($405.2 billion) of debt is depriving European Central Bank President Jean-Claude Trichet of the stable markets needed to bring Europe out of its worst post- war recession.

Since early February when politicians began squabbling over how to rescue Greece from Europe’s largest deficit as a percentage of gross domestic product, the euro has lost 4.1 percent against the dollar and the extra yield demanded by investors to hold Greek debt rather than German bunds increased as much as a record 4.43 percentage points as traders saw a greater risk of default. Trichet, who was supposed to spend his final year in office nurturing the region’s nascent recovery, finds himself powerless to resolve the crisis because he has no control over fiscal policy.

“Trichet is essentially an observer in the current crisis,” said Colin Ellis, an economist at Daiwa Capital Markets Europe Ltd. in London and a former Bank of England official. “He does not hold the levers of power.”

Greece is highlighting the limits of Trichet’s ability to maintain confidence in the euro, which is facing its biggest challenge since he helped bring it into being in 1999. Trichet, who described himself as ‘Mr. Euro’ in 2006, has no say over how taxpayers’ funds should be used to rescue Greece. EU leaders rebuffed a March 4 warning from Trichet that involving the International Monetary Fund in a rescue would show that Europe was incapable of solving its own crises.

Euro Gains

The euro extended yesterday’s gains and traded at $1.3388 at 9:42 a.m. in Frankfurt after Trichet said in an interview with Italy’s Il Sole-24 Ore newspaper that Greece won’t need a bailout “at this moment.” The spread between Greek and German 10-year yields is still 423 basis points. A basis point is 0.01 percentage point.

Trichet, whose eight-year term ends in October next year, yesterday attempted to answer reporters’ questions about the interest rates that Greece would have to pay for emergency funds and explain his stance on the IMF’s role in a bailout.

“He’s one of the brightest central bankers out there, but it’s getting too complex,” said Silvio Peruzzo, an economist at Royal Bank of Scotland Group Plc. “He has to fit into a political world and that’s what he’s uncomfortable with.”

Merkel Casts Doubt

Trichet, 67, is trying to protect the euro as politicians refuse to fully explain how they would rescue Greece should it fail to raise money in financial markets. While leaders said on March 25 that they would co-finance a bailout with the IMF, they never spelled out when aid would be forthcoming or how much it would cost.

German Chancellor Angela Merkel also has questioned whether her taxpayers should be asked to help fund Greek excess, casting doubt on her commitment to any rescue package. As Greek bonds plunged yesterday, a German government official reiterated that a rescue package would only be a last resort.

“The communication exercise here becomes a monstrous problem,” said Peruzzo. “I’m not sure whether it’s possible for a human to cope with the tensions in the topics we’re discussing at this stage.”

The Greek government aims to cut the budget deficit this year to 8.7 percent of GDP from last year’s level of almost 13 percent, more than four times the EU limit and the highest for any country in the euro’s history. Athens this week revised the 2009 deficit to 12.9 percent of GDP from 12.7 percent because of the size of the economic contraction.

‘Wrong Place’

Some economists say it’s unfair to expect Trichet to calm investors’ jitters about Greece because budget policy lies with governments.

“He’s the focal point because he has the press conference and there is nobody more at the center of European finance and policy,” said Julian Callow, chief European economist at Barclays Capital in London. “So people are looking to him for guidance, but they are looking in the wrong place. This is a political issue.”

The ECB also is doing its bit to help Greece by loosening its collateral rules, easing some investors’ concerns that Greek bonds could become ineligible in ECB money-market operations next year.

The crisis nevertheless puts the ECB’s chief in an unusual position. Trichet has helped shape Group of Seven currency communiqués over the past two decades and has successfully used the threat of foreign-exchange intervention to steer the euro in the past.

‘I Sign the Notes’

In January 2004, he warned investors against “brutal” currency moves after the euro’s 21 percent surge against the dollar in the previous year. The euro dropped 7 percent over the next four months.

“I am Mr. Euro,” he told reporters in June 2006. “We are issuing the currency, I sign the notes.”

With the political debate over Greece’s future eroding Trichet’s influence for now, EU leaders are coming under pressure to resolve the crisis.

“It’s total paralysis at both levels, it’s incredible,” said Paul De Grauwe, a professor at the Catholic University of Leuven in Belgium. “It’s really a relatively small problem. What is Greece -- nothing in a way, the relative size of the Greek economy -- and they are unable to come up with a clear policy.”

China May Post Trade Deficit, Undermining Yuan Case

April 9 (Bloomberg) -- China may post its first trade deficit in six years after a surge in imports of commodities and consumer goods, weakening U.S. arguments that the nation is keeping its currency undervalued to gain an advantage.

Imports probably exceeded exports by $390 million in March after a $7.6 billion trade surplus the previous month, according to the median estimate in a Bloomberg News survey of 26 economists. The customs bureau is scheduled to release the figures tomorrow. Part of the shift into deficit is likely due to rising commodity prices, economists said.

U.S. Treasury Secretary Timothy F. Geithner met in Beijing yesterday with Chinese Vice Premier Wang Qishan amid rising pressure from American lawmakers for action to rein in a U.S. trade gap with China that was $227 billion last year. Premier Wen Jiabao’s government has said a stable yuan and its 4 trillion yuan ($586 billion) fiscal stimulus has contributed to the global recovery.

“China has done a lot in terms of restructuring global imbalances,” said Michael Buchanan, chief Asia-Pacific economist at Goldman Sachs Group Inc. in Hong Kong, who previously worked at the International Monetary Fund. Any impact from yuan appreciation will be “dwarfed by the swings in the trade balance driven by domestic demand in China and the U.S.,” he said.

Yuan forwards declined 0.1 percent to 6.6228 per dollar as of 11:11 a.m. in Hong Kong, suggesting that the Chinese currency may appreciate about 3 percent over the next year.

Export Damage

China has kept the yuan pegged around 6.83 per dollar since July 2008, seeking to aid exporters during the deepest contraction in trade since World War II. Exports still tumbled for 13 straight months, shrinking the nation’s trade surplus by 34 percent last year to $196 billion.

The damage has left policy makers reluctant to rush to remove emergency measures even as growth accelerates and a record credit boom threatens to spark a property bubble. Central bank Governor Zhou Xiaochuan said in a March 23 interview that officials want to ensure the world isn’t in a “W-shaped recovery,” with a slowdown coming after the current rebound.

Geithner’s visit yesterday, and his delay last week of the U.S. Treasury’s decision on whether to label China a currency manipulator in a biannual report, have boosted speculation policy makers will end the dollar peg.

‘Imminent’ Policy Change

A change in China’s currency policy is “imminent” and may occur over the next few weeks, Ben Simpfendorfer, a Hong Kong- based economist at Royal Bank of Scotland Group Plc, said today on Bloomberg Television. Former U.S. Treasury Undersecretary Timothy Adams said in a separate interview that the nation may move “fairly soon” to allow appreciation against the dollar.

China may announce a revised policy within days with a small, one-time jump in the yuan, which would then be allowed to trade in a greater range against the dollar, the New York Times reported yesterday, citing unidentified people with knowledge of an emerging consensus on the issue.

The model for the shift would be the revaluation in July 2005, when the yuan was allowed to rise 2.1 percent overnight.

Goldman Sachs predicts the government will announce in coming weeks a widening of the 0.5 percent band in which the yuan is allowed to fluctuate against the dollar.

Buchanan said that setting the yuan against a basket of currencies weighted for the amount of trade China does with major economies would offer authorities greater flexibility and reduce the risk of traders making a “one way bet” on appreciation in the yuan against the dollar.

Commodity Costs

China’s exports probably rose 26.9 percent in March from a year earlier, after expanding 45.7 percent in the previous month, according to Bloomberg survey of economists. Imports may have grown 55.7 percent, compared with a gain of 44.7 percent, according to the median forecast.

The projected shortfall in trade would reflect in part a rise in the cost of imported commodities, Jinny Yan, a Shanghai- based economist at Standard Chartered, said last month. Wen said during a meeting with foreign executives March 22 in Beijing the deficit for early March was $8 billion.

The trade surplus narrowed for four straight months through February. The shift reflects China’s accelerating manufacturing and retail sales at a time when U.S. spending is hurt by job cuts and falling home values.

Growth in the world’s third-largest economy quickened to 10.7 percent in the fourth quarter of 2009, the fastest pace since 2007. Inflation was a higher-than-forecast 2.7 percent in February and property prices rose the most in almost two years.

‘Temporary’ Deficit

The March trade gap may not be sustained as exports pick up pace.

“We believe the deficit was temporary,” said Peng Wensheng, head of China research with Barclays Capital in Hong Kong. “Exports will pick up in the rest of the year, and we expect the trade balance to return to positive starting in the second quarter.”

Economic data in coming days may show China’s banks made 729.5 billion yuan of new loans in March, according to the median estimate of 20 economists in a Bloomberg News survey. New bank lending totaled 700.1 billion yuan in February.

Separate figures are projected to show M2, the broadest measure of money supply, rose 22.2 percent in March, slowing from a gain of 25.5 percent in February.
